Opportunity Information: Apply for DE FOA 0001660
DE-FOA-0001660, titled "Deployment of Energy Efficiency and Clean Energy on Indian Lands - 2017," is a U.S. Department of Energy (DOE) Office of Indian Energy grant opportunity administered through the DOE Golden Field Office. The program is aimed at getting real, near-term energy improvements built and operating on Indian lands, with an emphasis on lowering energy costs, cutting overall energy use, and improving energy security for Indian Tribes, Alaska Native villages, and tribal members. Projects are expected to be cost-shared, meaning recipients must contribute a portion of total project costs from non-federal sources, and the overall intent is to move beyond planning into tangible installation and deployment.
The FOA is structured around two main topic areas. Topic Area 1 focuses on tribal buildings and supports the installation of energy efficiency measures and clean energy systems. Within Topic Area 1, DOE distinguishes between (1.a) deep energy retrofits and (1.b) energy efficiency measures paired with clean energy systems. Deep energy retrofits are described as multiple efficiency measures bundled together, with a required outcome of at least a 15 percent reduction in the total combined energy and fuel use across all sources. The other pathway under Topic Area 1 supports efficiency measures along with clean energy systems, such as renewable energy power systems or combined heat and power (CHP). For this 1.b category, the clean energy component must be at least 10 kW (or an equivalent capacity for heating and/or cooling), and the overall project must achieve at least a 20 percent reduction in the total combined energy and fuel use. A key requirement for Topic Area 1 projects is that they must be grounded in a prior energy audit or industrial energy assessment, reinforcing that proposed upgrades should be data-driven and tied to identified building performance needs.
Topic Area 2 shifts from single-building work to broader community-scale clean energy deployment. Under this topic, DOE solicits projects that deploy at least 250 kW of clean energy capacity (or an equivalent for heating and/or cooling) on Indian lands. The goal is to serve multiple buildings or potentially an entire tribal community with electricity and/or thermal energy (heating and cooling). This topic is oriented toward larger systems and shared infrastructure. Across both topic areas, DOE requires that proposed technologies be commercially proven and backed by warranties, signaling that the program is meant to fund dependable, ready-to-deploy solutions rather than experimental or early-stage demonstrations.
Eligibility is centered on tribal entities. Applicants may include federally recognized Indian Tribes (including Alaska Native villages), Alaska Native Regional Corporations and Village Corporations, and Tribal Energy Resource Development Organizations. For the purpose of defining an "eligible Indian Tribe" in the FOA, the Tribe (including Alaska Native villages) must be federally recognized and listed by the Bureau of Indian Affairs as eligible to receive services; however, the FOA text also notes distinctions in how Alaska Native corporations are treated under the "eligible Indian Tribe" definition. Applications may be submitted on behalf of one or more Tribes by an authorized Tribal Organization or Inter-Tribal Organization, as long as the application includes documentation showing that the organization has authority to apply on the Tribe's behalf.
Funding levels are presented as estimates dependent on appropriations. DOE expected to have roughly $4 million to $6 million available in federal funding for new awards under this announcement, with an anticipated range of about 6 to 10 total awards. The published award ceiling is $1,000,000 per award. DOE also notes it may choose to make awards in one topic area, multiple topic areas, or potentially none, depending on application quality, program priorities, and available funds. The FOA describes an intended portfolio of cost-shared projects designed to deliver immediate savings and measurable reductions in energy use, rather than long, uncertain development timelines.
The application process is handled exclusively through the EERE eXCHANGE portal (https://eere-exchange.energy.gov), and applicants must register and submit through that system to be considered. The submission deadline listed is February 7, 2017 at 5:00 pm Eastern Time, and the portal is designed to enforce hard deadlines by disabling submission buttons after the cutoff. For applicants encountering technical problems before the deadline, DOE directs them to contact the eXCHANGE helpdesk (EERE-ExchangeSupport@hq.doe.gov). DOE also offered an informational webinar on December 1, 2016 to walk potential applicants through eligibility, required application components, cost-share expectations, question-and-answer procedures, and how applications would be reviewed and selected, with a recording to be posted afterward for those who could not attend live.Apply for DE FOA 0001660
