الفكرة الرئيسية من البرنامج التجريبي هي توسيع الوصول الى عدد اكبر من الطلبة الموهوبين، خصوصا من الفئات الاقل حظا او المهمشة، الذين تنطبق عليهم شروط الاهلية الخاصة ببرنامج IYLEP لكنهم لا يستطيعون تلبية شرط اللغة الانجليزية بسبب ظروفهم الاقتصادية او قلة فرص تعلم اللغة بشكل جيد. المستهدفون هم طلبة متفوقون يمكن ان يصبحوا قادة شباب في المستقبل، لكن بيئاتهم لا توفر لهم برامج تعليم لغة انجليزية ذات جودة، ولذلك يأتي هذا المسار بالعربية لتقليل الحاجز الذي كان يمنع مشاركتهم سابقا.

يهدف برنامج IYLEP بشكل عام الى بناء جيل جديد من القادة العراقيين عبر تعريف طلبة الثانوية بالمجتمع والثقافة في الولايات المتحدة، وتزويدهم بمهارات عملية في مجالات القيادة، والتربية المدنية والمسؤولية المجتمعية، وفهم التنوع والتسامح، والمشاركة المدنية والعمل التطوعي. كما تشدد الدعوة على ان المقترحات يجب ان تتضمن جزءا من التبادل داخل الولايات المتحدة، وان تشرح بوضوح كيف ستسهم الانشطة في تعزيز التفاهم المتبادل بين الشباب الامريكيين والعراقيين، بما يجعل التجربة تبادلية من حيث التعلم والتواصل الثقافي، وليس مجرد تدريب من طرف واحد.

من الناحية السياسية والاطارية، ينسجم البرنامج مع اهداف اتفاقية الاطار الاستراتيجي بين الولايات المتحدة والعراق لعام 2008، والتي تركز على بناء علاقات طويلة الامد قائمة على الصداقة والتفاهم المتبادل من خلال برامج التبادل والانشطة التعليمية والثقافية. بمعنى اخر، هذه المنحة لا تدعم رحلة او مخيم فقط، بل تدعم مسارا تعليميا وتبادليا يراد له ان يقوي الروابط بين المجتمعين على المدى البعيد.
