تتعلق هذه الفرصة بمنحة حكومية أمريكية لدعم تنفيذ برنامج "تبادل القادة الشباب العراقيين" (IYLEP) بنسخة تجريبية باللغة العربية مخصصة لطلبة المرحلة الثانوية. السفارة الامريكية في بغداد تدعو الجهات المؤهلة لتقديم مقترحات لتصميم وتنفيذ دورة عام 2017 من البرنامج، مع التركيز على تقديم محتوى وانشطة باللغة العربية بدلا من الانجليزية. منذ انطلاق البرنامج عام 2007 كان ينفذ سنويا باللغة الانجليزية، اما هذه النسخة التجريبية فتهدف الى اختبار مدى امكانية وفاعلية تقديم البرنامج للشباب العراقي الذين لديهم مهارات محدودة جدا في الانجليزية او لا يمتلكونها اساسا.
الفكرة الرئيسية من البرنامج التجريبي هي توسيع الوصول الى عدد اكبر من الطلبة الموهوبين، خصوصا من الفئات الاقل حظا او المهمشة، الذين تنطبق عليهم شروط الاهلية الخاصة ببرنامج IYLEP لكنهم لا يستطيعون تلبية شرط اللغة الانجليزية بسبب ظروفهم الاقتصادية او قلة فرص تعلم اللغة بشكل جيد. المستهدفون هم طلبة متفوقون يمكن ان يصبحوا قادة شباب في المستقبل، لكن بيئاتهم لا توفر لهم برامج تعليم لغة انجليزية ذات جودة، ولذلك يأتي هذا المسار بالعربية لتقليل الحاجز الذي كان يمنع مشاركتهم سابقا.
يهدف برنامج IYLEP بشكل عام الى بناء جيل جديد من القادة العراقيين عبر تعريف طلبة الثانوية بالمجتمع والثقافة في الولايات المتحدة، وتزويدهم بمهارات عملية في مجالات القيادة، والتربية المدنية والمسؤولية المجتمعية، وفهم التنوع والتسامح، والمشاركة المدنية والعمل التطوعي. كما تشدد الدعوة على ان المقترحات يجب ان تتضمن جزءا من التبادل داخل الولايات المتحدة، وان تشرح بوضوح كيف ستسهم الانشطة في تعزيز التفاهم المتبادل بين الشباب الامريكيين والعراقيين، بما يجعل التجربة تبادلية من حيث التعلم والتواصل الثقافي، وليس مجرد تدريب من طرف واحد.
من الناحية السياسية والاطارية، ينسجم البرنامج مع اهداف اتفاقية الاطار الاستراتيجي بين الولايات المتحدة والعراق لعام 2008، والتي تركز على بناء علاقات طويلة الامد قائمة على الصداقة والتفاهم المتبادل من خلال برامج التبادل والانشطة التعليمية والثقافية. بمعنى اخر، هذه المنحة لا تدعم رحلة او مخيم فقط، بل تدعم مسارا تعليميا وتبادليا يراد له ان يقوي الروابط بين المجتمعين على المدى البعيد.
بالنسبة للتمويل، تتوقع السفارة (حسب توفر الاموال) منح اتفاقية تعاون واحدة (Cooperative Agreement) بحد اقصى يصل الى 500,000 دولار امريكي لتنفيذ البرنامج. هذا يعني ان الجهة الفائزة لن تحصل فقط على تمويل، بل ستعمل ايضا بتنسيق وتعاون وثيق مع الجهة المانحة خلال التخطيط والتنفيذ والمتابعة. تصنيف الفرصة "اختيارية" (Discretionary) ومجال النشاط "التعليم" (Education)، ورقم المساعدة الفدرالية CFDA هو 19.021. رقم فرصة التمويل هو DOS BAGHDAD PD 2016 001، وتاريخ الاغلاق الاصلي لتقديم الطلبات كان 2016-05-16، مع تاريخ إنشاء الفرصة 2016-04-01، وعدد الجوائز المتوقع تقديمها هو جائزة واحدة.

بصيغة مبسطة لطلبة الثانوية، هذه الفرصة لا تعني التقديم كطالب بشكل مباشر، بل تعني ان السفارة تبحث عن مؤسسة او منظمة لتشغيل برنامج تبادل وتجربة تعليمية وثقافية للشباب العراقيين باللغة العربية، حتى يتمكن الطلبة المتفوقون الذين لم تتح لهم فرصة تعلم الانجليزية من المشاركة ايضا. الهدف النهائي هو مساعدة الشباب على تطوير شخصياتهم القيادية وفهمهم للمواطنة والتنوع، وبناء صداقات وتواصل حقيقي مع اقرانهم في الولايات المتحدة ضمن برنامج منظم ومدعوم رسميا.Apply for DOS BAGHDAD PD 2016 001
