From the recruitment pool, the partner will select up to 320 adult learners using a placement or assessment tool included in the curriculum to confirm that candidates are appropriately positioned at the B1/B2 level across reading, writing, speaking, and listening. The partner must then organize and run virtual class meetings over a 12 to 16 week period, delivering a total of 50 to 80 hours of live instruction, within the implementation window of February 1, 2023 through June 30, 2023. To support learner access, the Embassy will provide tablets preloaded with the curriculum, and the partner will handle distribution of these tablets to participants.

Quality assurance and performance monitoring are central requirements of the award. The implementing partner must monitor class sessions to ensure instructors are using the curriculum correctly as trained and to keep learners engaged, with a stated performance goal that at least 75 percent of those who start the course regularly attend sessions and complete the program. At the end of the course, the partner must administer the curriculum-provided end-of-course evaluation to measure each completing student s progress in the four language skill areas, and then validate those results by arranging standardized testing for a subset of participants. Throughout implementation, the partner is expected to coordinate closely and consistently with Embassy staff and the curriculum provider to keep delivery aligned with shared objectives and to address operational issues quickly.
