Opportunity Information: Apply for PAS 001 FY2023

The U.S. Embassy Prague Public Affairs Section (PAS), part of the U.S. Department of State, is offering funding through its Public Diplomacy Small Grants Program under an Annual Program Statement. The basic aim is to support projects that strengthen social, political, and cultural ties between the United States and the Czech Republic, with programming designed for Czech audiences living in the Czech Republic. Funding is not automatic, since awards depend on the availability of funds, and proposals are expected to align clearly with the Embassy's stated priorities and public diplomacy goals.

A central requirement is that every proposed project include a meaningful American component. That can be done by incorporating American culture or U.S. policy content, partnering with U.S. experts, performers, organizations, or institutions relevant to the topic, or otherwise improving understanding of U.S. perspectives and policy positions. In practice, this means the U.S. connection needs to be more than symbolic; it should be integrated into the project design, activities, and outcomes. Examples of the kinds of programs PAS has supported include lectures, seminars, workshops, and speaker events led by U.S. experts or focused on the United States; youth leadership and skills-building initiatives; community or civic engagement efforts that highlight shared U.S.-Czech values; artistic and cultural collaborations such as masterclasses, joint performances, or exhibitions of U.S. works; and professional or academic exchanges that involve travel to and programming in the United States.

To be competitive, proposals must support at least one of six Priority Program Areas. The first focuses on the U.S.-Czech bilateral relationship and favors programs that explain U.S. policies, culture, and values in ways that positively influence mutual understanding and cooperation. The second priority area targets economic prosperity, trade, and entrepreneurship, supporting work that promotes innovation, entrepreneurship, or bilateral commercial ties. The third covers environmental protection and STEM education, including climate and environmental themes, scientific cooperation, and STEM learning, with an added emphasis on building critical thinking skills. The fourth area addresses human rights, democratic values, and civil society, including support for marginalized groups, gender equality and women's empowerment, integration efforts, transparency and accountability, anti-corruption, rule of law, and broad civic engagement that strengthens the non-governmental and civil society sector. The fifth priority area is independent media and combating disinformation, supporting media literacy, investigative journalism, and efforts that help audiences recognize misinformation and disinformation online and in news environments. The sixth area focuses on regional security, cyber security, and/or energy security, including programming connected to NATO and broader security resilience.

The announcement also sets clear boundaries on what will not be funded. Ineligible projects include partisan political activities, humanitarian aid, construction, fundraising campaigns, and scientific research. Proposals are also ineligible if they do not align with at least one Embassy priority area or lack a genuine American component. In addition, PAS will not fund projects primarily intended for the applicant organization's institutional growth or development, and it will not support proposals seeking funds for personal use.

In terms of audiences and geographic reach, PAS is looking for projects that reach diverse groups across the Czech Republic and explicitly encourages programming outside of Prague. Proposals that include substantial activities in regions beyond the capital are prioritized, reflecting a preference for broader national impact rather than Prague-centered engagement. Target audiences should generally be adults or teenagers, with an emphasis on high school-aged participants and older.

Eligible applicants are broad and include non-profit organizations such as think tanks and NGOs with a connection to the Czech Republic, public and non-profit educational institutions with a Czech connection, Czech governmental institutions and international organizations, and individuals who have a connection to the Czech Republic. The opportunity is listed as discretionary, with the funding instrument type labeled as "Other," under CFDA number 19.040. The award ceiling is stated as USD 24,000, and the opportunity details identify the funding opportunity number as PAS 001 FY2023, with an original closing date of June 1, 2023.
